I wonder if this could be used by miserly webmasters to make it so that you can't select (to copy) text on their pages or drag images off the page? Or do these have to be turned on in the Safari build?

It could be used. But it would be really easy to get around by just applying your own style sheet to the page or even viewing the source :)
